 POSITION SUMMARY
The Director of Technology Services primary responsibility is to direct, plan, organize, manage and evaluate the activities of the Technology Services Division while aligning the Division objectives with the business objectives of the County. The Division Director will plan, coordinate, direct, and design all operational activities of the Technology Services Division, as well as provide direction and support for technology solutions that enhance mission-critical business operations. The Technology Services Division Director will work closely with decision makers in other divisions and departments to identify, recommend, develop, implement, and support cost-effective technology solutions for all aspects of the County.

This position oversees progressive and expanding technology operations including a variety of enterprise systems (ERP, GIS, Permits, Imaging, Work Orders, CRM); network administration/support; telephony, radio, and communication backbone. This position establishes performance requirements and personal development targets, while working with staff to maintain a high performance, customer service-oriented work environment.

This position is directly responsible to the Deputy County Administrator to ensure efficient and effective operation of information processing and computer applications. The incumbent has direct supervision over the IT Department Manager, GIS Department Manager, Broadband Utility Department Manager, and the Training Manager.

Work is performed in an office, a datacenter and occasionally at locations offsite. The work area is sometimes noisy. Work requires intermittent sitting, standing, stooping or walking and occasional lifting of computer equipment.

Bachelor's Degree in a closely related technology field from an accredited college; Master's Degree is preferred. Ten years of experience in the Information Technology applications field, which must include experience managing a staff of personnel and the delivery of technology related projects or, an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job.

Desirable skills and certifications include Project Management Certification, 5 to 7 years of management experience, Security +, CISSP, CCNA. Other desirable knowledge and experience include Cityworks, MUNIS, GIS Systems, and BGP routing.


NATURE AND SCOPE
The Technology Services Division Director will plan, coordinate, direct, and design all operational activities of the Technology Services Division, as well as provide direction and support for technology solutions that enhance mission-critical business operations. The incumbent will work closely with decision makers in other departments to identify, recommend, develop, implement, and support cost-effective technology solutions for all aspects of the County.

PRINCIPAL ACCOUNTABILITIES
Plans, organizes, controls, manages and evaluates the work of the Technology Services Division.

Develops and manages the Columbia County Technology Strategic Plan and Program; determines and prioritizes the most critical areas of the plan to address including life cycle replacement of all technology equipment; defines and implements procedures for releasing products throughout the whole product life cycle.

Leads the Columbia County Monthly Technology Meetings.

Leads, develops and implements Technology initiatives that enable the county to compete more vigorously and operate more efficiently in a constantly changing and demanding environment.

Manages, motivates, and develops all staff within the division.

Be viewed as a critical voice and drive cross-functional collaboration throughout the Technology Services Division.

Participates actively with the county leadership to ensure our systems environment addresses the needs of the business.

Manages and oversees the development of systems and user documentation.

Participates in maintaining current, up-to-date recovery plans and provides quality customer service.

Leads and coordinates development of infrastructure to ensure key business strategies and processes are supported by systems that enable growth and flexibility.

Develops plans and budgets in light of internal work needs and approved projects.

Oversees analysis and evaluation of staffing requirements to fulfill service requirements including directing the evaluation of make vs. buy decisions as they relate to outsourcing vs. in-house provisioning and identifying and developing strategic partnerships with key technology suppliers, licenses and contracts, vendors and consultant organizations.

Translates business needs into system solutions making maximum use of available tools while ensuring longer term supportability of the architecture.

Serves as project manager for large-scale technology projects; develop bid proposals, RFPs and RFIs for professional services and acquisition of systems and standard software.

Plans and evaluates the performance of assigned staff; establish performance requirements and personal development targets; provide leadership and work with staff to develop and maintain a high performance, customer service-oriented work environment.

Plans, organizes, administers and coordinates the design, development and implementation of City-wide technology solutions including enterprise-wide software development projects, enterprise-wide server, hardware and operation system installation and conversion projects, and telephony, radio and backbone telecommunication systems.

Ensures availability of necessary application systems to support business and operation needs.

Develops technology policies and procedures on a basis for ensuring consistency in standards and leveraging of common systems.

Establishes and measures technology performance relative to cost, value creation and customer satisfaction in the key areas of operating systems, telecommunications, network management and other technology products.

Leads and coordinates selection, installation, operation, support, and maintenance of our technology infrastructure (i.e. operating systems, applications, networks, telecommunications, hardware, and peripherals).

Optimizes our return on our technology investment by acquiring cost-justified technology components, as measured by performance, support availability, price, upgradeability, and future industry trends.

Protects the county and its operations against cybersecurity risks, including unauthorized access to information, data integrity problems, loss of processing capability, and poor service levels.

Sets technology standards within the company and oversee acquisition, deployment, and support of technology systems.

Ensures the Technology infrastructure is successfully exploited to achieve continuous improvement and competitive advantage by identifying needs and, developing and providing appropriate training and support for all users.

Cooperates with department managers in conceptualizing, developing, and launching technology based products and services.

Coordinates software services activities with other technology sections and departments to optimize performance and use of installed systems in meeting customer needs.

Provides expert technical information, guidance and support to departments and users as needed.

Provides interpretations of current policies related to specific situations as they arise.

Ensures system changes are implemented through automation, process change, management solutions, and training. Reviews proposed systems software for compliance with applicable quality assurance standards before acquisition or implementation.

Ensures project management process is in place, provides resource management, and ensures quality and timely solutions. Needed knowledge includes process and data modeling, data architectural development methodology, technology planning methodology, and project management.

Coordinates systems analysis and application development activities through direct and indirect staff.

Directs development teams in the areas of scheduling, technical direction, future planning, and standard development practices. Participate in budgeting and capital equipment processes and quality improvement activities.

Assists in determining project delivery and deployment dates for new product releases, feature and maintenance releases, and regular corrective service or service pack releases.

Develops risk management procedures, business continuance scenarios, contingency and disaster recovery plans for central and distributed systems to maintain operations during downtime and/or major disasters.

Identifies and makes recommendations regarding critical points of failure.

Develops and implements policies and procedures for business continuance and disaster recovery plans.

Proactive in building processes to minimize/eliminate downtime.

Responsible for developing enterprise content management strategy to enable efficient organization and management of documents, records, web content, other digital media information shared internally for workforce productivity improvement and knowledge management purposes.

Assists in the definition of the technology architecture and needs of the organization based on new and emerging technologies and establishes priorities and strategies consistent with service goals and economic viability.

Responsible for managing the definition, implementation, and integration of quality principles and quality processes into the design and development of software and IT processes.

Responsible for researching, developing, and implementing testing methods and procedures and ensuring products meet the highest quality standards; monitor and report on defects.

Consults with other county, state and federal entities as needed.

Performs other related duties as assigned.

KNOWLEDGE, SKILLS AND ABILITIES
Strong leadership, management and organizational skills; must be a critical thinker with strong problem solving skills.

Excellent written and verbal communication skills; interpersonal and collaborative skills; and the ability to interact, communicate, and relate security and risk-related concepts to technical and non-technical audiences.

Proven experience in Technology strategic planning and development, project management, and policy development.

Knowledge of government and regulatory agencies policies/procedures from an applications perspective is plus.

Knowledge of technology trends and developments in the area of information systems applications.

Knowledge of county processes, management, budgeting, and office operations.

Knowledgeable of county ordinances, departmental/divisional policies and procedures

Demonstrated expertise in a variety of development technologies and standards, such as .Net, Java, etc.

Good understanding and technical knowledge of current network and operating systems, hardware, protocols, and applications.

Experience with systems design and development from business requirements analysis through to day-to-day management.

Project Management training and certification is preferred.

Superior understanding of the County’s goals and objectives.

Demonstrated ability to apply technology in solving business problems.

In-depth knowledge of applicable laws and regulations as they relate to technology.

Strong understanding of human resource management principles, practices, and procedures.

Highly self-motivated, self-directed, and attentive to detail.

Ability to conduct and direct research into technology issues and products.

DESIRABLE TRAINING AND EXPERIENCE
