POSITION SUMMARY
This position is responsible for administrative work at the supervisory level in monitoring the the daily operations of the Licensing and Permits Department to include all aspects of permitting residential construction and business regulations. .

Contacts are typically with co-workers, professional staff, department heads, engineers, architects, developers, contractors and homeowners and are for clarification of the application procedures and exchange of information with other governmental agencies and departments. Guidelines are relevant County codes and the County Zoning Ordinance.

The Licensing and Permits Manager assigns work in terms of general instructions which require the employee to use judgment in organizing, scheduling, and selection of appropriate guidelines. Successful performance in this position assures that efficiency is achieved for development and construction in the County.

Work is performed in an office environment and may require sitting for extended periods of time, standing, stooping and lifting of objects weighing up to twenty-five (25) pounds.

Knowledge and level of competency commonly associated with completion of specialized training in the field of work typically associated with a high school or technical school education is required.

Sufficient experience to understand the basic principles relevant to the major duties of the position usually associated with the completion of an apprenticeship/internship or having a similar position for two (2) to five (5) years. A valid driver’s license and ability to obtain Permit Technician Certification within eighteen (18) months from date of hire is required.

PRINCIPAL ACCOUNTABILITIES
Will directly supervise two customer service representatives, one administrative coordinator, and one administrative specialist. Ensures efficient operations of all aspects of the Licensing and Permits department.

Provides customer service to internal and external customers.

Receives requests for service and routes calls to appropriate staff person for assistance.

Provides assistance with the issuance of building & trades permits, occupational tax certificates, alcoholic beverage licenses, massage operator’s licenses, temporary use permits and all other licenses and permits as determined by the Division.  

Performs other related duties as assigned.

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge of relevant County codes, construction or trade codes and zoning ordinances.

Knowledge of construction techniques and contracting procedures.

Knowledge of County geography including subdivisions, road and street names.

Skill in use of computer and various software, with particular emphasis on database structures.

Skill in oral and written communications.

DESIRABLE TRAINING AND EXPERIENCE
