POSITION SUMMARY
The incumbent in the position will provide direct management and oversight of the County’s capital improvement plan including but not limited to; project planning, design, budgeting, and construction management of SPLOST and related projects. The incumbent will also oversee the maintenance of county buildings and grounds. The primary purpose of this assignment is to manage, supervise, and participate in the design, construction, inspection, operation, and maintenance of a variety of projects and facilities. Additional duties include supervision of subordinate personnel, budget development, oversight of additional applicable projects, and presentations to Board of Commissioners and the general public.

Internal contacts are typically with Elected Officials, Administration, Planning, Engineering, Finance, Purchasing, Community and Leisure Services, Board Attorney, Technology, Maintenance, Fleet, and Risk Management. External contacts include Professional Architects, Engineers, Surveyors, Contractors, Georgia Department of Transportation, various County Fire Departments and the general public.

The work of this position is typically performed within an office and in the field with the incumbent intermittently sitting, standing, walking, stooping, and occasionally lifting light or heavy objects. Work may be performed in an office and at field sites where the employee may be exposed to inclement weather, dirt, dust, and machinery with moving parts.

Bachelor of Science Degree in Engineering, Construction Management, Architecture or related field; and five (5) years’ experience as a Project Manager is required; or an equivalent combination of education, training, and experience necessary to perform the principal functions of the position may be substituted for the education requirement.

Possession of or ability to readily obtain a valid driver's license is required.

NATURE AND SCOPE

The purpose of this position is to provide management oversight of Special Projects and maintenance of county facilities.

Work involves varied duties requiring many difficult processes and methods of facilities and project management.

Contacts are usually with general public, elected officials (County Commissioners), County Administration, contractors, coworkers, representatives of various organizations and/or companies and employees of other departments. Contacts are generally to give or exchange ideas, resolve problems, provide guidance of work crews and/or provide services.

PRINCIPAL ACCOUNTABILITIES

Evaluates short term and long term needs in relation to major projects and property improvements and develops a five (5) year strategic plan.

Assists in planning for new construction through pre-construction planning conferences.

Coordinates required inspections and related engineering programs with public agencies.

Supervises inspection of new building construction and renovation projects, and a quality control program for materials used in new construction.

Visits all construction projects at frequent intervals to assure that plans, specifications, codes and regulations are being observed and followed.

Reviews and approves for payment bills submitted by building contractors, testing laboratories, consulting engineers, and surveying firms.

Receives and maintains insurance policies secured by contractors and verifies appropriate coverage for public liability, property damage, fire and workmen’s compensation, and investigates reports of faulty workmanship or materials in new construction.

Works closely with architects and engineers on projects and keeps Administration informed of all matters relating to the progress of construction programs.

Develops RFP’s, prepares specifications, assembles and analyzes bid documents as required on all projects that are routed through the public bid process.

Makes recommendation on time extension requests and assessment of liquidated damages.

Conducts meetings with county staff, Commissioners and the general public to promote good communications, and makes public presentations as required.

Checks and evaluates drawings and specifications submitted by architects, engineers and contractors making the necessary corrections.

Monitors progress of each contractor and inspects all work for proper workmanship consistent with the contracts documents.

Prepares estimated costs and budgets for various construction projects.

Recommends building systems, standardized components and construction methods, and analyzes alternate construction methods.

Prepares contract documents.

Secures building permits as needed.

Communicates schedule requirements, shop drawings, correspondence, quality control tests, job safety, site security and payment procedures with appropriate individuals.

Provides monthly status reports.

Prepares drawings, as required, to supplement specifications and develops workflow schedule to accommodate design and construction schedule.

Oversee the installation, repair and upkeep of county property, including machines, mechanical systems, buildings and other structures.

Manage the landscape maintenance contract for county facilities.

Oversee the installation and maintenance of landscape projects for public facilities.

Performs such other duties as may be assigned by the Deputy County Administrator.

KNOWLEDGE, SKILLS AND ABILITIES
Knowledge of federal, state and local laws, codes and regulations related to government projects, facilities management and construction.

Knowledge of modern and complex principals, and practices used in planning, construction, and the maintenance of facilities.

Knowledge of methods to develop capital improvement projects.

Ability to plan, organize, and administer a comprehensive facility planning/construction program and comprehensive safety program.

Ability to operate various computer programs.

Ability to supervise professional, skilled trades, and administrative personnel.

Ability to read, interpret, and critique civil, architectural and engineering building designs.

Ability to estimate labor, materials, and equipment needed for a variety of capital improvement projects.

Ability to prepare, interpret, enforce, and manage construction contract documents.

Ability to research, analyze and assist in the development of budgets.

Ability to communicate clearly and concisely, both orally and in writing.

Ability to establish and maintain cooperative working relationships with county staff, professional architects and engineering firms, contractors, and various other community persons and officials.

DESIRABLE TRAINING AND EXPERIENCE
